This is the HPI Sc-3sWP2 Waterproof Electronic Speed Control.

For use with brushed motors down to 8 turns
Suitable for all types of 1/10 scale vehicles
May be powered by 2-3S LiPos, or 5-9 cell NiMH NiCd batteries by
changing jumper plugs
Reverse function enabled/disabled with the included jumper plugs
Fail safe protection if throttle signal is lost for more than 0.1
second
Automatic throttle range calibration
Low voltage cutoff
Built-in capacitors prevent signal loss from low voltage
